Scaling

Hi, I'm trying to scale a dxf file for BigBlueSaw.com and they say to scale your drawing to 0.03937.First I uploaded a drawing and it turned out 127 inches by 127 inches (original was 24" by 24").Then on the top for scale (it was 1:1) I changed that to custom and 0.03937.Still no change on BigBlueSaw's website. It still saw it as 127" x 127".Then I tried the inverse and scaled to 25.04 and uploaded.Same thing.What am I doing wrong?Thanks.

Edit: Drawing was 24" by 24" but the part was 5" by 5".
