For some reason "Open Recent" is now empty and stays that way.
"Browse Recent" is appropriately populated.
What have I done to stop "Open Recent" from working?

Open Recent is managed by the Apple Document Manager.
Did you maybe set the recent items in the system settings to zero?

Yes, that was the problem. Recent Items was set to "None". Thank you.
But this is not something I remember doing or even would have done since I'm a frequently user of that menu item.
Oddly, Text Edit and other applications still have a fully populated "Open Recent" menu item:

Update
After doing some research I found that this is a known and unsolved Mac problem. The "Recent Items" section in the General System Preferences pane changes to "None" and will not "stick" on any other value. It keeps reverting to "None".
One fix I found that has worked for me so far is to change it to another value and then, without closing System Preferences, restart the Mac.
