tci -- file type / format -- conversion?

I recently installed a geothermal "WaterFurnace" HVAC system, and the thermostat screen allows, in principle, the display of user-provided images.
However, these need to be of some obscure ".tci" filetype. http://www.waterfurnace.com/convert/

The manufacturer provides conversion software (.exe) for PCs, but not for Mac or other OS.

I believe "tci" is a proprietary TOPCALL fax format. https://datatypes.net/open-tci-files#ext0 I cannot find any meaningful information about it, except perhaps that Windows once used it, at least as a print option.

Any chance GraphicConverter has a simple solution for conversion to/from ".tci"?
