I would like to create a semitransparent layer on one photo, copy that layer, and paste it onto a second photo, so that the second photo can be seen through the copied and pasted layer. I would also like the ability to move the semitransparent layer around to get it aligned exactly where I want it.
I can create the new layer, and control the opacity, but that's it. If I try to copy the layer and paste it on top of a second image, a fully opaque copy of the first photo simply gets pasted onto the second photo, not as a new layer, just simply obscuring the second image.
There must be a way to do this. Can someone tell me how? Fairly complete details would be appreciated.

just create a new layer in the second image first.
Select all in the layer of the source image.
Paste into the second image.
