See the attached screenshot. I'd like to create icons for the photos that do not have them, but I can't figure out how to do it.
If I open the image and then: File > Convert & Modify > File > Create Icon/Preview
Nothing seems to happen.
I also tried doing this as a batch in Convert & Modify with the same result.
File permissions seem OK: -rwxr-xrwx@ 1 mnewman staff 242563 Dec 11 2010 CA135.jpg
What am I doing wrong?

Please e-mail the file zipped for testing.

I checked your e-mailed file.
The embedded icns resource contains all resolutions. Also, it is displayed here perfectly:

Did you try a restart? Maybe the Finder cache hangs.

The original screenshot I posted was from PathFinder rather than the Finder, but both programs showed the same symptom on exactly the same set of files.
As you suggested, a restart fixed it for both Finder and PathFinder.
