Free rotate grayed out

Hi, I’m trying to copy a portion on a true color image rotate it and paste it elsewhere. All free rotate options are grayed out and the rotate by dragging the copied image doesn’t seem to have any effect. Is it broke or just that I don’t understand it? TIA, Robert Poland Fort Collins CO
