Selection tool imprecision

Running GC 10.6.1 (1854) on Yosemite 10.10.3, when I use the Selection tool, I find that I can make a selection only in multiples or blocks of 20 pixels. I have the aspect ratio set to "none."This prevents me from making a precise selection.
