Older "matt" finish photos achieved the matt look by dimpling the surface.
These dimples are all too visible on scanned photos. Suggestions please for the best way to remove the dimples without significantly deteriorating the image. I've tried several ways but they all significantly reduce the image quality.

I have no general solution for this.
You can try blur and sharpen or the kuwahara blur. But all will decrease the image quality.
