Magnify won't work

Magnify won't work
Is there any reason why the magnify tool and the % menu in the left lower corner don't work above "fit to screen size" on images. I have tried both GIF's and jpegs? "Minify" works, and Magnify works up to the point that the image fills the screen. Is there some setting I need to change? Thanks, David Watkins Dallas 15" flat panel iMac Tiger
