Dodge and Burn

I'm a newbie to using GC: 1. I notice that the Filter (CI) has the Dodge and Burn Blend mode options, but am unable to find more info in the manual that I ordered online. Can someone tell me more about this feature. 2. Essentially, for a shot taken at night, I want to make the lights dimmer and the surroundings brighter. How do I go about this? Thanks!
