command selecting a block and arrow moving it

Hi, Looking for detailed instructions in two areas. 1. When pasting a copied block into a new area, the arrow keys allow for precise positioning. I seem to recall in the past that a modifier key would allow the arrow keys to make larger steps. Is that feature gone? or just well hid or am I remembering another application? 2.
