Converting from pdf to jpg

Sometimes I need to convert a pdf-file to a jpg. When I do it directly: opening in GC and saving to jpg the resolution drops to a very low grade. But I just discovered that this does not happen if I save as tiff and the save the tiff-file to a jpg-file. How come? Is this deviation necessary?
