Cropping by pixel dimensions?

When editing a photo, is there a tool that allows me to set a dimension by pixels, say 400x300, and then move that cropping rectangle around on the photo to select part of the image?Or some sort of tool that allows moving around the cropping rectangle like Aperture, but at least displays the pixel size of the cropping rectangle as you resize it?
