pictures don't re-size to window after scaling

I’ve just switched to GC 9 and am trying to get to grips with al the new features and arrangements. One thing I find rather annoying, and I can’t figure out if it’s a feature or if I have failed to find the right preference. I frequently re-scale pictures from my camera for website use, changing the original 4000x3000 pixel at 180ppi to 25% of that size at 72ppi. In GC 8 & before, after executing that (usually by “scale with last values”), the picture would re-size to fit the screen. In GC 9, no matter what combinations of preferences I’ve tried, the scaled picture stays small. Instead of getting a tiny picture in a big window, I now get a tiny picture in a tiny window!
