Can't select "Torn Edge,"

I'm using version 10.1.0.I have an open .png file, and when I click on the Effect menu, "Torn Edge" appears greyed-out and can't be selected.I've just opened up a bunch of files; it works on some, but not others.There seems to be no pattern as to when it can be selected, and when it can't. On a jpg I tested, it worked and I "tore" an edge. I tried to use it again immediately on the same (now torn) image, and it this time it was greyed-out..
