Adjust palette?

I'm sort of confused about the role of the adjust palette. Is it simply a collection of tools in a different place? or is it kind of akin to say Adobe Camera Raw, where you are adjusting raw parameters prior to say doing graphic work on the image in layers?
BTW, I tried searching here, but it seems that almost anything I enter gets the fail with an alert that the words are too common.
