[Solved] How to Resize and/or Crop at the same time?

Hello. First time posting.

I have a bunch of pictures that needs to be resized to 640 x 480 jpeg. So far, the resizing option is okay, the issue however is that it fills it with either the white colour or the black colour. This also happens to smaller pics, as they are resized to 640. I would like the picture to either be fully filled 640, or if that's not an option, the white background is replaced with the image and given a gaussian blur. Like the videos on Youtube that are recorded on Portrait Mode, if you understand.

The other problem is when the picture is too big, and I rescaled it to 640, the subject becomes small as well. Is there a way for it to just crop the sides, and just focus on the center of it ? I have around 120 pics to resize and crop everyday, and would be appreciated if this software can actually do these two things.
