predefined selection problem - can't be changed

Currently my selection tool creates selections that are a minimum of 16x16 pixels, and appear 'snapped to grid,' making working with this tool very difficult. I have gone into Selection - predefined tab and can see the HxW as 16x16, and attempt click shift option (MacOS) to change it. It always returns to 16x16 - won't let me change it.
