Can't put the right answer together

I want to take an iPhone photo of a set of organized shop tools.
Then I want to convert that image to a black and white photo that can be converted to a vector image.
The vector image will then be imported to my CAD software to make a tool path to cut the tool outlines into foam or boards for storage drawers.
I was going to attach a few images but the forum will not allow me to attach anything. Keep getting an error that the image is too large.
Can anybody offer a workflow that will let me accomplish this? I have found some suggestions online suggesting GIMP or Inkscape but I like GraphicsConverted.
