Reducing pdf file size

I'm editing a pdf file consisting of several hundred pages of a book, scanned at 300 dpi. A typical page requires a small rotation, erasing of stray marks, re-centering within an 8x11 format, and saving at 150 resolution (60% jpeg compression)— in other words, no apparent increase in content. Yet the saved file sizes are vastly greater than the original, usually by a factor of 10 or more. How can I avoid this ballooning, or correct it if it's already happened? Using a coarser compression doesn't help that much.
