Closest Windows equivalent to GraphicConverter?

I work in both Windows and the Mac, and partly because GraphicConverter does exactly what I need, I always prefer to work on graphics files on the Mac.
Sometimes, however, I have no choice except to work on a Windows machine, and I hope someone can suggest a Windows application that has the same combination of power and ease that GC has. For example, it's surprisingly difficult to find a Windows program with the equivalent of the blur brush in GC.
I realize that this question may not be suitable for this forum, and I won't complain if an admin deletes it.
