[Solved] Drawing/document scale

Inexperienced user here...
I want to create a floor plan of one section of the basement of my house. The space is approximately 32 feet long by 11 feet wide and, as you can tell, I'm most comfortable working in feet and inches. Since I want to be able to print the plan on a single 11 X 8.5 letter page, in "First steps", I chose 1/4" = 1' as the Base Scale of complete Drawing. I used Page Setup to select US Letter in landscape orientation. Then in Options... Drawing, selected Letter Landscape (11 X 8 1/2) and Base Unit of complete Drawing "inch". The problem is that the max X, Y of the drawing is apparently about 208 X 160 inches. This is approximately half of what I expected. I need a minimum of 382 X 134 inches. What am I doing wrong?
Other questions:
The First Steps dialog has two entries for 1/4" = 1' (see screen grab). I tried new documents with each and get the results described above.
Also, in the Options... Drawing dialog, I don't understand what the "Scale" factor is supposed to do. It comes up with a default value of 1.00 even though I set the Scale earlier?!? In addition, I note that the Drawing Data dialog also has a scale of 1:1 filled in automatically. Why would this not be set automatically based on the Scale in First Steps?
