In the Finder "Get Info" window for Graphic Converter I uncheck "Scale to fit below built-in camera". I launch Graphic Converter. In the Slide Show General More preferences I set:
Mode: Fullscreen
Toolbar at the Top: Automatically hide and show
I start a slide show and move the cursor to the top of the screen. The toolbar repeatedly descends, then goes back up. This bouncing continues until I move the cursor down.
With "Scale to fit below built-in camera" checked there's no bouncing and all works as expected.

Please recheck with the latest BETA and report. I increased the size of the tracking area.

It still bounces in 12.0_6008.
