The 'Edit Shortcuts' list doesn't show 'fn' for 'fn+Key' shortcuts
Also, it prevents 'Key' from being bound without an 'fn' even though it's a different shortcut

Not really, F13 is an F-key, not an fn+Key

In macOS 13 I don't see the fn-Key. Only F13.
With F1 to F19 there is no fn-Key text, too.
I have a related issue regarding Fn-key in the menu
Menu falsely shows shortcut with Fn key although it was assigned to a shortcut without Fn key via the "Edit Shortcuts" dialog.
The shortcut which is shown in the "Edit Shortcuts" dialog is the one which works effectively. See screenshot:

I can't reproduce this here:
Maybe a macOS bug? Pressing command + left/right does cause a flashing of the edit menu?

Pressing CMD plus arrow left or right:
1) Flashes the "Edit" menu entry in the main menu bar.
2) Does what it should: it navigates to the prev/next file indeed.
3) Just the shortcut display in the menu is wrong.
Another observation
Interestingly on my macOS 11 Big Sur the arrow keys are shown as arrows (a line "—" which ends in an unclosed pointing arrow ">") whereas on your screenshot from macOS 13 Ventura they are shown as filled triangles.

2) Does what it should: it navigates to the prev/next file indeed.
3) Just the shortcut display in the menu is wrong.

Apple seems to reserve the fn keys for system features following to the debugger message.
So, Apple issue.
