Consistant Crop and size

Is it possible, using your software, to be able to keep the top line of these two documents in a constant location? I want "AMA Specifications–Passenger Car" to be locked in one location and a 8.5 x 11 crop/addition to correct the size. I have thousands of pages to go through and some were scanned by hand which caused this inconsistency. I realize this is a BIG ask.

I do not "get" a result, as I have not tried too. This is why I am asking if this is possible and if so how. I use your software to deskew the text, adjust the color, crop/add margins. This is something we would like to do to provide a better image to the world. I can send you a complete set of one of these AMAs if this is your wish.
