Image doesn't appear in print preview and doesn't print

I created a document, 8.5 x 11-inches, added some text and drew an arrow, flattened the text, saved it as a JPG, and only a blank document appears in print preview. Nothing prints. Why would this be?
2023 Mac mini M2, OS 14.7.7
